tight pylons are a good thing! keep the boat stiff.
DO NOT file anything or re-drill holes. this will deteriorate the boats performance permanently.

Best bet is a block of wood over the tramp casting and a hefty rubber mallet. I will go eventually.
If the holes do not quite line up for the bolt, persevere, and do not be tempted to re-drill.

You find yourself in a good predicament. So many old boats are very sloppy.
